UGA ICSP - Bylaws

I. MISSION 

The mission of the UGA Institute for Cybersecurity and Privacy (ICSP) is to contribute to meeting the nation's cybersecurity defense research and education needs. The goal of the ICSP is to become a state hub for cybersecurity research and education, fostering multidisciplinary cybersecurity and privacy educational programs and research opportunities, outreach activities, and industry partnerships. 

 

II. FACULTY 

The faculty of the ICSP shall consist of a Director, Core Faculty and Affiliated Faculty. 

The Director is a faculty in the UGA Department of Computer Science and a Core Faculty of the ICSP. The Director represents the ICSP, coordinates its activities, and reports to the Head of the Department of Computer Science. The Director’s appointment is subject to review every three years. In the event a vacancy occurs in the position of Director, the Core Faculty will nominate one or more candidates for the position. A list of candidates selected by majority vote of the Core Faculty will be submitted to the Head of the Department of Computer Science, who will appoint the new Director based on the Core Faculty’s recommendations. The ICSP Director may appoint an Associate Director who will assist the Director in the governance of the ICSP. 

Core Faculty are tenured and tenure-track faculty at the University of Georgia whose main research areas focus primarily on core cybersecurity and privacy topics, as demonstrated by a clear record of research publications in well-established cybersecurity and privacy conferences and journals. Additional eligible UGA faculty within or outside the Department of Computer Science may apply for membership as Core Faculty and will be appointed subject to approval by majority vote of two-thirds of the existing Core Faculty at the time. All Core Faculty will retain their appointments in their home units.   

Affiliated Faculty are faculty associated with the University of Georgia, including postdoctoral fellows and instructors, who have a demonstrated record of research, education, or other professional activities related to cybersecurity and privacy, including non-technical multidisciplinary aspects of cybersecurity and privacy. Additional faculty will be eligible to apply for membership as Affiliated Faculty, subject to approval by majority vote of two-thirds of the existing Core Faculty at the time. All Affiliated Faculty will retain their appointments in their respective home units. 

 

III. ACADEMIC PROGRAMS 

The ICSP Core Faculty will participate in coordinating the academic programs and activities related to Cybersecurity and Privacy established by the Department of Computer Science. This will include teaching core cybersecurity and privacy courses and making recommendations to the Head of the Department of Computer Science regarding the MS program in Cybersecurity and Privacy and other Cybersecurity and Privacy degrees and certificates at both the undergraduate and graduate levels. In addition, the ICSP Director will coordinate with and make recommendations to the Head of the Department of Computer Science regarding teaching assignments for the ICSP Core Faculty. 

 

IV. ADVISORY BOARD 

The ICSP Advisory Board may include members within and outside the University of Georgia. The Advisory Board will meet at least annually to review the ICSP’s progress. Advisory Board candidates will be proposed by Core Faculty members and must be supported by a majority vote of the Core Faculty. Advisory Board candidates who receive the support of the Core Faculty will be recommended by the ICSP Director to the Head of the Department of Computer Science for appointment.  

 

V. AMENDING THE BYLAWS 

The bylaws may be amended by majority vote of two-thirds of the Core Faculty members. Bylaws changes must be discussed at a Core Faculty meeting before a vote takes place.
